Overview
Wabtec Passenger Transit designs and manufactures a vast array of pneumatic, electronic and mechanical devices such as braking equipment, controllers, current collectors and couplers for the transit industry worldwide. Wabtec provides brake subsystems and related products for locomotives, freight cars and passenger transit vehicles; electronic train-control equipment; new switcher and commuter locomotives; coupling, door control and air conditioning systems for transit vehicles; and heat-exchange equipment for rail, marine, power generation, off-highway and industrial applications.
Responsibilities
Main Responsibilites:
The NAFTA Transit Services Supply Chain and Sourcing Director main role is to adapt and implement a Supply Chain and sourcing strategy to guarantee Customers Satisfaction, thebest Contract Margin, working capital & EBIT for Transit Services in the region.
For supply Chain purpose, Demand Management, Planning, Warehousing/Distribution, Inventory Management, Performance Management, Costs control, supplier order placement, monitoring and expediting have to be controlled and optimized.
For sourcing purpose, performance monitoring (plants spends identification as prerequisite), sourcing strategy and supplier development process have to be addressed per category to adapt Services supplier panel with Services Business expected performance and specific requirements.
Sourcing strategies have to be coordinated with site sourcing strategies, Transit Services cross regional network and corporate sourcing network when relevant.
For allocated sites, spends are NPR and all PPR.
For non allocated sites, spends are only Services PPR.
Combining the impact of a fully integrated supply chain management from sourcing to customer delivery:
+ support aftermarket business recovery and Customer LTSA for spares and trading business unit
+ Ensure Services tenders competitiveness, OE LCC competitiveness in tender phase, project execution

Budget construction
Propose an annual budget for the region:
Supply Chain: Services C-OTD, OE C-OTD for allocated sites, Net and Gross Inventories, DSI, organization changes.
Sourcing: risk and opportunities plan for Category and projects, SURE plan, contractualization plan, part list negotiation plan, segment of market to recover
Procedure & Process
Responsible for Wabtec Supply Chain and Sourcing process implementation and WEP compliancy for allocated sites and non-allocated sites (Services business)
Supply Chain Management and Performance
Responsible of the overall Supply Chain performance for the region
Pilot the Supply Chain KPI Dashboard (COTD, Inventory, DSI, TAT, LD, ...) for the region
Responsible of External Sales Forecasts accuracy and Late Deliveries reduction
Responsible of the correct deployment of Supply Chain Processes, tools and KPIs at site and region levels
Monitor the implementation and use of Corporate & Services Best Practices
Develop Supply Chain talents via on job trainings, Supply Chain Academy, recruitments, .
Assess Sites following the WMS SCM model and organize at minimum monthly reviews (target >75%)
Animate sites organization to put in place effective improvements plan and achieve Supply Chain targets
Supply Chain Organization
Constantly adapt the Wabtec Supply Chain organization to Business expectations
In particular implement in the region:
o A dedicated Services organization in all major sites
o The Services Distribution model with Headquarters
Transit Services Procurement Performance
Responsible to ensure the best operational performance (PPI, NCR, Supplier OTD) and the best Transit Services business Market drivers (customers T&Cs, Lead Time, MOQ) for the Transit Services spends of the region
Work on aligning Procurement conditions and performance with the customer expectations.
On monthly basis for the region,
o Update Transit Services Procurement KPI according to the Transit Services dashboard template and guarantee KPI accuracy.
o Follow up execution of budget commitments (contract coverage, Transit Services Part list coverage, SURE Plan, NCR, Transit Services main Projects and Tenders)
o Analyze, classify and address top worst supplier (OTD, NCR%)
Continuously challenge and update the savings Portfolio of actions (R&O execution plan)
Mitigate risks by continuously taking preventive and corrective actions
Monitor Supplier failure risk
Vendor list management

Manage Transit Services Vendor list at site level and at regional level for the affected Category by identifying each supplier with a dedicated Transit Services supplier status:
o Local suppliers for higher flexibility and higher reactivity (plant strategy to be aligned with the regional Category strategy from GCB).
o Regional suppliers to concentrate volume (Regional Category strategy to be aligned with all the plants needs in Europe).
Deploy supplier development initiatives to support the development of the most promising suppliers.
Liaise strategy with other groups and corporate
Spends management and Category strategy deployment

Improve Services Spends identification with accurate GCC
Continuously analyze the historical spends, the backlog and the forecast per Group Category Code (GCC), Part Number, Supplier to adapt Transit Services procurement strategy to the market needs
Ensure any Quotation and any Purchase Order is done according to the Transit Services Supplier panel
Transit Services Market protection, margin improvement and business development initiative

Develop strategic partnership to regain market shares on the affected segments
Contribute to improve aftermarket business from OE phase through the OE business award within the Supplier Selection Sheet (Private labelling, maintenance plan analysis, spare part agreement).
Increase captivity by contractualization (non-competition agreement, exclusivity agreement, private label agreement), by being the first to put on the market internal or supplier innovations,
Tendering in Project and Spares

Ensure tendering phase competitiveness and commit on performance per Category according to the defined Transit Services Procurement strategy.
Ensure quotation process speed, reactivity and efficiency by using systematically SISCAT tool

Qualifications
EDUCATION and/or EXPERIENCE: Bachelor s degree, with fifteen (15) years of Project Management experience in a manufacturing environment. Experience working in passenger rail industry is preferred. Multi-national corporation experience is a plus.
